  19. <p>     The Colorado developer told Congress he is broke and unable
  20. to pay back any of his $100 million in defaulted loans from
  21. Silverado, the spectacularly busted Denver S&L. But he's living
  22. in a $2 million house in California replete with swimming pool
  23. and tennis court.
